In knowledge economy era, education plays a vital role whether we can be in an invincible position in the competitive environment. Education development is great practically significant to the sustainable development strategy and science and education strategy as well as fulfilling the scientific development concept. Since the reform and opening up, China’s educational undertakings developed rapidly and made a lot of great achievements. But there are also many unsatisfactory aspects. There is still a large gap between urban and rural education equity and the problem of education equity is becoming increasingly apparent.All aspects of social economy have made great progress along with the accelerating process of Urban-Rural Integration in recent years. However, for the still widening comprehensive development gap between urban and rural areas, the increasing gap between rich and poor, the constantly updating educational concepts and the relative shortage of educational resources, they made the urban-rural educational equity problem more apparently and raised a series of educational and social problems. Obviously, urban-rural educational equity problem has been one of the hot issues and is urgent to be solved by government in future.This paper began with the theories of urban and rural equity degree of education and defines the scientific content of urban and rural education equity degree of education. Then it analyzed briefly the influencing factors and measurement methods of equity degree of urban-rural in this paper. It is pointed out that the equity degree of urban and rural education in this paper is a generation of equity degree of education concept in the area of urban and rural. It reflected the quantitative change in content of urban and rural education. It is also based on the practical situation of urban and rural education. The scientific content of urban and rural education equity degree of education is still focus on urban and rural education. Then, this paper elaborates the increasing gap between urban and rural by comparing the factors like education quality and opportunity. It also analyzed the factors effecting the urban and rural education. Additionally, this paper proposed the method of measuring the urban and rural educational equity degree using the education Gini coefficient. It created an evaluation system of urban and rural educational equity after building comprehensive evaluation index system and weighting the index system. Based on this, the influence of urban and rural education equity degree of various factors were analyzed. Finally, this paper proposed some suggestions and policies to improve the level of rural education and the urban and rural educational equity degree.
