Education is the cornerstone of national development, education fairness is an important social equity, balanced development of compulsory education is the fundamental to achieve education fairness. At present, balanced development of compulsory education has made great achievements, especially in rural areas since 2007, the implementation of free compulsory education student tuition and fees, for students with financial difficulties to implement the "two exemptions and one subsidy" to expand the scope of textbooks distributed free of charge policy , the rural school-age children receive an education free of charge, rural children are guaranteed the right to education to further promote the balanced development of compulsory education. However, due to historical, geographical and other reasons, there are still a considerable degree of non-equilibrium in China's compulsory education , and the largest imbalance is the imbalance between urban and rural areas. In the study of balanced development of urban and rural education, scholars are more concerned about the educational opportunities, investment in education, school conditions, etc., and made some solving strategies. But I found that, in educational opportunities, investment in education, school conditions have been alleviated, urban and rural educational development is still not balanced, which allow people to have deeper reasons for concern.The author believes that the the difference in cultural capital of urban and rural teachers is an important factor in uneven development of education in urban and rural areas.Primary school teachers in the city either from the qualification examination, job classification, or the quality of intellectual ability are much higher than the rural teachers.The development of students needs of teachers, ,the quality of teachers is the key to determine the quality of education. Therefore, improving the quality of rural education, to narrow the educational gap between urban and rural areas, will need to narrow the rural-urban differences in cultural capital among teachers, so that every child stand on the same starting line, and will promote the harmonious development of education, thereby promoting social harmony.Based on the analysis of causes of urban and rural education gap widening, proposed the important role of teachers' cultural capital, suggest to eliminate the differences between urban and rural compulsory education, Hoping to promote rural education and urban education, so as to realize the balanced development of education and the fair of education.
