Research On The Governance Of Intelligent City Government

In recent years, Smart City developed rapidly in China. by the end of 2012, nearly more than 200 Smart cities are under construction. In 2014 released “National New Urbanization plan(2014-2020) ", promoted the Smart City construction to the level of national strategy, set up a chapter, promote building Smart City, in order to realize broadband of city network, informazation of city planning and management, intelligentization of infrastructure, facilitation of public service, the modernization of industry development and the refinement of social governance.Now, scholars have done a lot of research on Smart City, but unfortunately, the existing research mostly focused on technical level, deep theoretical thinking has not yet formed in the field of government governance. In this paper, I attempt to take these defects as the breakthrough point, through introducing the theory of holistic governance, to further the study on Smart City governance, to make up for the existing research limitations.This paper divided into four parts to discuss:Section1: Introduction. By summarizing and analysising relevant literature at home and abroad, pointed out the existing limitations: firstly, lack of specific and comprehensive research about Smart City governance. on the one hand, the Academic circles did not pay much attention to Smart City governance, on the other hand, although some researches noticed the Smart City governance is under transformation, but the horizon is relatively narrow; Secondly, the theoretical worth of existing researches is not strong, due to lack of academic theory as a research tool, the researchers only can discuss the issues from subjective and emotional level. These method makes the articles superficial; Thirdly,some researchers studied the Smart city from the perspective of holistic governance greatly broaden the horizon, but unfortunately, it just briefly introduce the common points between Holistic governance and Smart City governance. The main Innovation point of this paper is: Take Holistic governance theory as the main research framework, and from its coupling with Smart City governance, deeply investigated the governance mechanism of Smart City.Section 2: Make a brief review about holistic governance. Firstly, from theoretical origin and theoretical claims, summarize the essence of Holistic governance is through cross-sectoral integration mechanism, to realize a process of coordination between agencies,public and private sector. And on the basis, made a reflection of holistic governance theory, points out it as a new form of governance, provides many beneficial references to the governance innovation. Coordination and integration mechanisms strengthened the government management ability, Application of information technology improved the governance level, “results to results” service model made the public to become the master of management.Section 3: The Holistic governance and Smart City governance docking feasibility analysis. These section divided into three parts. The First part, summarized the characteristics of Smart city governance; then combined with the related content of holistic governance, draw conclusions that Holistic governance and Smart City governance have many common points, such as theoretical situation, value orientation and specific mechanism. Therefore this paper proposed a conclusion that introducing holistic governance to analysis the governance mechanism, not only feasible, but also has a important meaning to Smart City. At last, from the governance structure, governance processes, governance ability three aspects, discusses its effects on Smart City governance mechanism.Section 4: With respect to Smart City how to build a holistic governance mechanism, puts forward some Suggestions: Firstly, Smart City government should be based on the hierarchical data platform, made a holistic governance structure; Secondly, government should apply function integration mechanism, constructed a seamless government governance process; Thirdly, Government should transform the idea, cultivated a responsive government governance ability.Section5: Conclusion. Through the summary and review of the whole content, the paper draw conclusions: The Smart City not only change the urban development course, but also triggered a comprehensive reform of the existing government governance mechanism; Holistic governance theory and Smart city governance have a high level of coupling; Smart City government should through the creation of holistic governance structure, the construction of a seamless governance processes, the development of responsive governance ability to implement holistic governance.
