The "Qing San He" action, which been carried out by Zhejiang province, contains cleaning the black, smelly, and junk rivers comprehensively. This action is one of the specific initiatives to fully implement strategic decision, which refers to the fact that sewage treatment should be the first to be put into effect of all the embodiments, includes sewage treatment, flood control, drainage, water supply and water saving. The "Qing San He" action is a costly, complex project with multi-sectoral collaboration, and to perform the functions of public administration of government departments. The geographic information data needed having the characteristics of cross-departments, and multi-source heterogeneous, cause it is difficult to form effective integration and sharing of Geography Information Data, and lack of data visualization methods for the social public. Therefore, it is an urgent need for axis of based on GIS technology to provide powerful information support. It is under such background, the paper puts forward a set of Zhejiang Province "Qing San He" GIS construction plan, and overcomes the "two key technical problem which must be solved" in the GIS construction of informatization.The paper combines open-source class library, map tiles, and OGC web services, proposes a multi-source "Qing San He" GIS data integration and sharing model based on OpenGIS specification, in which the vector GIS data and raster GIS data are organized by themselves. The model break down the barriers of data between multi-departments, gathers the data of multi-departments, and brought together a multi-departments data to achieve data sharing among various departments.Combining panoramic technology and GIS technology, the paper proposes a "Integration of heaven and earth", and multi-temporal panorama service technology, which combines the sky and ground perspective on integration, and support the same feature long phase of panoramic image browsing. The technology solves the traditional GIS a lack of visually realistic problems and meet the public on the browser and supervision in authenticity, intuitive, current potential effectiveness of governance requirements.In the last part, the dissertation designs "Zhejiang Provincial ’Qing San He’ GIS data and panoramic service system" using FSH (Flex+ Spring+ Hibernate) layered-architecture. The system meets the actual needs of "Qing San He" informatization work, realize the water conservancy work "global, dynamic, visual", and the "San He" can display, analysis, monitor, contrast, and track.
