Facing the global freshwater shortages, most coastal countries think to the sea to have more fresh water. Therefore, desalination technology development and the construction of desalination projects cause more and more national attention. Chinese urban, industrial, agricultural water shortage situation is also very obvious accordingly, the construction of desalination projects is also increasing. However, due to the inherent slow development of desalination projects, large investment, high cost inherent disadvantages, as well as the process of development of desalination projects for desalination exist, such as the importance of sufficient understanding of the key technologies with independent intellectual property rights less equipment manufacturing and supporting capacity is weak, the lack of overall planning and policies and regulations to guide, water resources development issues such as the use of market mechanisms are inadequate, resulting in the operation of desalination projects occurred during the semi-production and all production conditions.Articles from the project risk management perspective, first of all sort out abroad on project risk management and desalination project related documents, to clarify the status of risk management desalination projects and developments Secondly, the article describes the theoretical basis for research, namely risk management theory, and a basic overview of desalination projects were introduced and the project feasibility and market demand are analyzed.Desalination projects are particularly at risk unique features, articles from A desalination project to be a specific case of risk identification, recognition result is that desalination project risks including engineering risk, technology risk, financial risk and environmental risk. In risk identification, based on the article with a SWOT analysis, sensitivity analysis and analytic hierarchy process AHP project risks were assessed.
