The Research On The Risk Management Of A Meteorological Satellite In Its Conceptual Phase

A meteorological satellite is our new polar orbiting meteorological satellite with characteristic of new technics, many systemic links, short manufacture cycle, high stability and reliability. SAETI as device-manufacturing Institute, comes across risks of technology, schedule, personnel and economy, especially in its conceptual phase. The thesis researches on the meteorological satellite in its conceptual phase.The thesis first introduces relative research about risk management, SAETI and characteristic of meteorological satellite in its conceptual phase. Firstly, the check-up list, flow chart do help to the risk identification.Second,AHP makes the recomposition for risk factors which make an evaluation combined with fuzzy comprehensive analysis at last. Then, basing on above research, measures will be taken to reduce the bad effect on projects.This paper is about risk management of a satellite in its conceptual phase and also a new attempt for Quantitative analysis.
