SSW on-board laser modeling measurement system integrated such technics as GPS, innovative marketing, image processing, photogrammetry, geographic information and integrated control for urban total factor 3D modeling [1]. With high efficiency of the acquisition, low requirement to measure the environment and its precision, 3D laser scanning technology solved the following problems: long time span on the operation of traditional instrument and high intensity of labor. Based on the confirmation of rights of rural construction land, this paper is to measure in Lantian County through SSW on-board laser modeling measurement system and scan to get point cloud data. Besides, data will be preprocessed by such software as SWDY, total station data is going to be imported when calibration processing, and least squares method is to be used to carry on the adjustment. The point cloud data got by SSW vehicle-borne laser measurement system needs no stitching. And the method of seven parameters is used to transform the data from WGS84 coordinate system to GKS80. Based on the Point cloud software developed by AutoCAD, the point cloud data is imported and sliced, boundary point coordinate is extracted, and the line drawing is made. On the basis of line drawing, ownership boundary is to be drawn, the ownership information is to be inputted and neighborhood chart and parcel maps are to be made and outputted. In addition to this, this thesis carries on comparative analysis of the accuracy of point cloud management point precision and the property line precision length. By processing and analyzing the measured data, it is found that onboard laser modeling accuracy of measurement system is reliable. Because of rural housing is relatively in order, batch scanning acquisition can be undertaken along the way. Therefore, parcel maps and boundary point will be made and outputted in mounting numbers. Meanwhile, photos of the parcel are taken while sweeping by 3D laser, and demarcation is transformed from exterior work to interior work. The contrast of the operations in experimental area shows that with the premise of ensuring accuracy, 3D laser scanning system can finish the confirmation of rights of rural construction land efficiently.
