In recent years, the occurrence of geological hazards in our country keeps growing, such as landslide, debris flow and collapse, especially after 512 WenChuan earthquake and 420 YaAn earthquake,which is a serious threat to people’s property. Geological disaster monitoring project has the property of project management and product realization. In the aspect of project management, wireless sensor network, Internet, computer network, software development and so on many management content are involved in the management field. In the aspect of product realization, Sensors, network equipment, data processing and storage equipment, 3D GIS platform software and application software are involved in the technical field. Therefore, geological disaster monitoring projects are more complicated than ordinary projects, which has a high degree of integration, complexity, and technical requirements. The existing quality management system focus on the aspect of quality planning, quality assurance and quality control process,which cannot afford the demand of complexity of geological disaster monitoring project. Therefore, it is necessary to study the quality management of geological disaster monitoring project research of the project to ensure the successful construction of the project.The Commonly used method of current research are Analytic hierarchy fuzzy comprehensive analysis, comprehensive evaluation method, Data Envelopment Analysis. The first three method are too much emphasis on subjective factors while the DEA only focus on the number of input and output. Therefore, this study combine factor analysis with ANP, taking both statistical data and the expert opinions into consideration.Based on the current research, the geological disaster monitoring quality management system are analyzed and the basic framework of quality management model is given, including product subsystem and management subsystem. Based on the two subsystems, 17 affecting factors of quality management system are given. Then, this study combines the factor analysis and ANP to build a network evaluation model, which can solve the problem of the limitation of ANP method.Last, take the M city geological disaster monitoring system as a case study, which compares the AHP method with the network evaluation model presented in this study. The research conclusion reveals the key influence factors of quality management and verifies the correctness of the model, which provided a reference to the construction of geological disaster monitoring project.
