As the pearl of the western, Sanmenxia city have long existed agricultural informatization level is not high, the agricultural system redundant planning and constructiion,and the production efficiency is low,the characteristic agriculture advantage is not give full play etc, the above problems have hindered the process of sanmenxia agricultural modernization.Therefore, in order to establish a unified planning, resources sharing, "one-stop" sanmenxia agricultural geographic information public service platform, this paper takes VS2010 as development environment, database for Oracle10.0, service management platform for ArcGIS Server10, supported by henan province basic geographic information service platform, digital sanmenxia geospatial framework provides geographic information services, data(image data, vector data, digital elevation model) as the foundation, to build the sanmenxia modern agricultural development comprehensive Management and Assistant Decision System based on WebGIS,the system can provide technical support for local agricultural informatization construction.System uses the mature REST architectural structures, the WebGIS system,and the Dojo toolkit to build web components, the application and interaction ability is strong, low development cost, and can be run across browsers.The system effectively solves the existing agricultural management system caused by independent construction of repeated investment, the service object of the single, ease of use and poor interactivity, comprehensive service ability and data cannot be Shared by formation of the "information island" problem.Open application system interface design, this paper not only provides a varietyof spatial data sharing, and can integrate existing agricultural management system and website, improve the openness and extensibility of the system, and satisfy the agricultural administrative department of the demand for data sharing.Design and development of the statistical analysis of land use status quo and basic farmland protection has the auxiliary decision-making features, not only allows the user to understand the present situation of land use in time and reasonable cultivation plan,improve the land utilization, but also according to user’s specific business needs, custom personalized GIS services in the system, auxiliary decision-making for macro production management in agriculture.Design research and development of characteristic agriculture tailor-made for the sanmenxia agricultural display module, including the creation of high grain production, industrial clusters, leading enterprises and farmers cooperatives, agricultural standardization and a standard certification with the doctrine of the "three rural" service exclusive features, can show users the various characteristic information in detail,provides the technical support for the government to promote local characteristic agriculture, meet the urgent demand of the sanmenxia local characteristic agriculture development.
