The water pollution control is not only a technical problem, but also a administrativeproblem, and even a political issue. It not only involves environmental fairness and justice,but also administrative efficiency and effectiveness. As a river from the point of origin to theestuary that is completely independent and strongly integrity, the basin is integral by differentadministrative region and different department. Those lead to the fragmentized problem. Andthen the water pollution problem becomes more serious. The Yellow River is the mother riverof our country, but in recent years, its pollution trend is getting worse, therefore, in the presentsystem, how to find a effective pollution control mode is becoming more and more urgent.However, the preset research about the Yellow River pollution control is still in thepreliminary and much more focuses on the engineering technology. So the perspective ofpublic administration to study the problem is insufficient.In the present endeavor, the author will make further researches on the fragmentizedproblems from perspective of network governance theory using the way of case study,comparative study and literature analysis and so on and hope the conclusion can be helpful tosolve the problem. Four parts will be mainly included in this thesis:The first part mainly discusses the pollution situation of the Yellow River basin,including the overall trend, the specific situation and the current control measures. It showsthat the pollution situation is severe and the current measures faces bottleneck, so we mustreview this problem by jumping out of the existing framework.The second part realizes the importance for solving the problem from the perspective ofpublic administration after the analysis of the present situation of water pollution in theYellow River basin and the limitations of the current measures. So this part analyses thedifficulties in detail which involves the fragmentized value, the fragmentized structure and thefragmentized mechanism.With the beginning of the institutional arrangement of basin water pollution control from the developed countries, the third part carries on the comparative analysis of the U.S.A andJapan on the control of basin water pollution, and then summaries the common points so thatthey can be helpful to the water pollution control of the Yellow River basin.Contrary to the fragmentation of bureaucracy governance in the Yellow River basin inthe third part, and then take the governance experience from the United States and Japan forreference, in the view of network governance theory, the fourth part put forward somemeasures from three aspects to achieve the goal of network governance to solve waterpollution problems in the Yellow River basin, that is network value integration, networkgovernance structure and network governance mechanism.
