Sustainable Development is widely recognized all over the world now andfollowing the path of sustainable development is an infrangible historical tide. Withthe deepening of the reform and opening up in our country, the obstacles ofdevelopment have been broken and the economy has obtained unprecedenteddevelopment. But problems have also emerged in the process, which can be solvedwith The Sustainable Development thought. China National SustainableCommunities(CNSCs) is the practice of Sustainable Development thought, theplanning study of which can scientifically advance the implementation of sustainabledevelopment thought in the experimental area.This paper, through the depth analysis of the natural conditions and developmentstatus of economic and social, the basis of summarized the possessed basic conditionsof the Wangcheng‘s sustainable development. At the same time, this paper made itclear that Wangcheng have what unique advantages and constraints in theconstruction of national experimental area for sustainable development. According tothe above analysis, this paper summarized the building purpose, principles and gist ofsustainable development index system, studied three sections of scientific andreasonable procedures of constructing the index system of sustainable development,set up the sustainable development index system tree which conforms to the truth ofWangcheng, select the specific indicators of sustainable development. Finally usingthe index system of sustainable development, this paper planed the overall goal of thesustainable development, decomposed the stage target, analyzed the quantitativeindicators of economy, society, science and technology, and environment.In this paper, sustainable development strategy should comply with bothdevelopment and controlment, seek development under producting environment;should carefully select the key projects; should build a resource-saving economy,change the development pattern and industrial restructuring, accelerate agriculturalmodernization construction, build Changsha important economic growth pole and newstrategic industry base; should complete harmonious society, coordinate relationsbetween ecology, economy and society, build a modern park-like city, promotecharacteristics of small towns; should improve resources and environmentalprotection system, strengthen ecological environment protection and construction, carry out integrating rural environment; should improve the technological innovationsystem, speed up technological innovation platform, enhance technology services,improve the technological innovation system.Finally, there is design solution for rural domestic sewage treatment, to providetechnical guidance for prevention of environmental pollution and protection ofecology in rural areas.
