Since the reforina has appeared an increasing evident urbanization. Until2011urban population and urbanization rate has increased from172million to690millionand from19.72%to51.27%, respectively. As always realizing to control the pollutionafter polluting the environment during the urbanization process, it is now difficult toachieve the sewage treatment with a low cost. Regarding to Songhua River with thepopulation of more than62million, the polluted environment is getting harmer as therapid development of economy and the increasing population that water pollution isworsening, water environment becomes worse, environmental accidents occur morefrequently. For ensuring the safety of drinking water for the citizens along theSonghua River, the Ministry of Environmental Protection and HeilongjiangProvincial People’s Government signed the “Statement of reducing the total amountof main contaminants in Heilongjiang for ‘twelfths five’ project” authorized by theState Council. In order to implement the responsibility and objective, strengthen theregulatory and achieve the target of reducing the discharge, People’s Government ofHeilongjiang Provincial and People’s Government of Jiamusi City signed the“Statement of reducing the total amount of main contaminants in Heilongjiang for‘twelfths five’ project” to strengthen the construction of sewage treatment plants insmall-towns. Then the number of sewage treatment plants in small-town wouldincrease dramatically, even would be more than the number of large and medium size.However, comparing to metropolis, small-towns are with the characteristics of weakeconomic strength, low level of technology and management and smaller waterenvironment capacity which lead to the particularity of sewage treatment plants insmall-town. A suitable treatment process and low cost are directivity associate withthe success of a sewage treatment plant in small-town and would determine theenvironment conditions and sustainable development of the environment in China.Based on the above issues, this paper would focus on the research of the method ofeconomic analysis of sewage treatment program in sewage treatment plants insmall-town in China. Due to the treatment process, it could be summarized after researching thesewage treatment plants from the nation-scale that the main treatment processes inChina are Activated Sludge Process, A2O, Oxidation ditch Process, SBR and BAF inboth north and south of China. Among them, northern region generally use ActivatedSludge Process, A/O Process, SBR Process and the variants based on them.Regarding to the calculation of cost of investment and operation, this paperadopts the cost function for controlling urban wastewater pollution and artificial neuralnetwork model. For the cost function, this paper generalizes the relative researches andanalyse the problems and experience. The model and parameters would bedetermined based on the conditions and characteristics of the investment andoperation management. Besides, calculate the investment and operation cost of thesewage treatment plant which is planned to be constructed on Jiamusi Reach by thismodel with the determined parameters. The description of technology and economystrategy determination system of wastewater controlling on Songhua River wouldalso be included.This paper introduces the concept and mechanism of artificial neural network model,especially the application of wastewater controlling as well. Then firstly analyse theeconomy strategy by artificial neural network model. Comparing to the function method,the calculation errors of artificial neural network model of investment, operation and totalcost are6~17%、4~12%、8~14%, respectively. These errors are reasonable as the lackof samples and the error of function method. So it could be concluded that it isfeasible to estimate the investment and operation cost of urban sewage treatmentplants by artificial neural network model.The strategy of controlling river basin pollution is based on appropriate analysis.However, the assurance is depended on effective management. This dissertationintroduces the characteristics of the management policies of polluted river basin ofdeveloped countries and the discussion of the applicability in China. After comparing the policies in developed countries and China, several problems and correspondingsolutions would be proposed. Moreover, this project would introduce the river basinmanagement in small-towns particularly. The supported system of controlling theriver basin pollution in Songhua River and a wide-applicability management systemof controlling river basin pollution in small-towns in China would be included aswell.
