To cope with a series of reality and its own development problems, such as the population explosion, the energy crisis, and the climate change, a new idea of "sustainable development" has been creatively put forward among human beings. The development experimental zone is proposed correspondingly to promote the sustainable development strategy of the national policy, bringing the theory into some explicit actions of local government at all levels. It is also considered as a practice base and a demonstration project to explore the road of sustainable development with Chinese characteristics. Seizing the unprecedented development opportunities for jiangnan district and combining with the advantages of shajing unique geographical location and its land resources, people’s government of the Nanning jiangnan district has already planned to develop shajing partition into a "low-carbon sustainable development experimental zone", to actively respond to the national policy and the trend of the times.In this paper, the Nanning shajing partition is studied as the main research object with low-carbon characteristic while applying the theories of sustainable development, low-carbon idea, systems science thought, project pursuit, RAGA and IEA algorithm. Based on the actual states of the shajing partition, and by referring to the present domestic and foreign research situation and successful experiences, the development patterns, the evaluation index system and the evaluation model of shajing sustainable development experimental zone are sequentially explored and researched.The main conclusions are as follows:(1) The general idea of the development pattern of low-carbon sustainable development experimental zone is guided by the concept of sustainable development thought, featuring low-carbon and energy saving. Such pattern also follows the policy support, the organizational planning, development environment, management, scientific technology innovation, talented personnel construction, public participation and cooperation promotion for the integration of economic, social, population, resources and environment of the "five one" low-carbon sustainable development pattern.(2) This paper takes shajing partition low-carbon sustainable development experimental zone as an example, while discussing the guiding ideology and basic principles of evaluation index system for sustainable development experimental zone during construction period. The experimental zone is divided into five subsystems, including the economic, social, population, resource environment and open ones, building a "purpose-theory-policy-reflect" evaluation index system framework. The frequency analysis method and improved Delphi method are used to select indexes. At the end of the paper, a combination of subjection and objective, five four-level evaluation index system, which is made of a total of46indicators including the GDP factor, is also clearly established.(3) The projection pursuit method to construct sustainable development experimental zone evaluation model, is creatively used in this paper for the first time until now. And an improved projection index function is constructed based on the idea of mean square., Through the programming practice of optimizing the dynamic clustering method in the model, and by using theoretical analysis and simulation experiments to select optimization method, an improved projection pursuit dynamic cluster model is put forward. Consequently, an evaluation system for sustainable development experimental zone is constructed, based on the improved projection pursuit dynamic cluster model, the sustainable development ability evaluation and the system coordination degree evaluation.
