City Sewage Treatment BOT Project Risk Management Research

Since the policy reform and opening up, China’s economic development has made remarkable achievements, and urbanization increasingly high level of development.As a result, various urban environmental issues are increasingly significant, especially water pollution problem.Water issues are concerning people’s livelihood, to some extent, water pollution limits the further development of urbanization.But now the problems of water pollution are mainly dominated by the government, by its financial allocation, finally, increased pressure on government finances.Discovering a new governance model purify water, and taking this model to assess the risk management research, will effectively improve the efficiency of water purification, to ease the financial pressure on the government, also to improve the level of urbanization.Firstly, according to China’s urban sewage treatment process, financial problems arise and corporate governance issues.It is necessary to take the advantages of the BOT model in the process of sewage treatment.However, in the actual operation, BOT mode operations will face many risks.With risk management theory of how effective risk control problem of sewage purification process, BOT model is the core of this paper.Secondly, through the sewage treatment process research and literature at home and abroad, as well as our BOT mode on water BOT model risk research projects are not many, even a few areas of BOT model water pollution, as the risk of poorly controlled, lead to failure.This article seeks detailed analysis of risk management theories, the identification of water project risk, and assessment, in order to explore water projects in the participating risk-sharing between the parties, so as to achieve the purpose of risk control, meanwhile provide effective reference for the relevant departments.Finally, through the Zhuzhou Whitehead Harbour wastewater treatment projects in the actual operations of the BOT model for the effective analysis of its successful experience.But also make a summary of its failures and come up with construction observations, on the whole with the theory of risk management, and it will take example for other BOT projects.
