The Research On The Effectiveness Of Plan Environmental Impact Assessment

With the promulgation of<Technical Guidelines for Plan Environmental Impact Assessment (on Trial)>on August17,2009, PEIA (Plan Environmental Impact Assessment) has been put into effect in certain area across the nation. PEIA has great significance, including regularizing the decision-making process of governments, improving the ability in making better decisions, and promoting the sustainable development for the region and industry. However, due to the lack of theoretical and technical researches on PEIA and other SEA system assessment, especially for those combined with the actual situations and practical experiences, PEIA has a lower effectiveness in China at present. In this dissertation, I proposed the basic theories and research methods on the effectiveness of PEIA system from the point of systematic view. The meaning of PEIA system effectiveness and the methods for identification of influencing factors were emphasized, and an indicator system was also set. Then, combined with the<Technical Guidelines for PEIA> implementation effectiveness and analysis of EIS (Environmental impact statement) quality, some measures were put forward to improve the effectiveness of PEIA in China.Based on the research of<Guidelines> and the practical experience learned from the implementation effectiveness of the Environmental Impact Assessment (EIA), this study first defined the basic properties of PEIA, and constituted the framework of influencing factors for PEIA system effectiveness. Moreover, select the evaluation objects, the intervention period, ability evaluation subject, evaluation costs, alternative, content design, prediction and evaluation, public participation, evaluation conclusion and safeguard measures, laws and regulations and management institutions in11criteria, a total of26specific indicators construct PEIA effectiveness evaluation index system. Following the EIA effectiveness grading standards, we set the grading standards for the evaluation of PEIA effectiveness. Using the standardization of assessment methods, we measured the effectiveness of PEIA and characterized its restricting factors.Based on the analysis above, we carried out a practical application of PEIA evaluation index system in Chapter Ⅳ. The established evaluation system was used to qualitatively evaluate the plan environmental impact assessment reports implemented on Songyuan City in recent years. A preliminary assessment of semi-quantitative analysis was made to analyze the problems in the implementation processes of PEIA in Songyuan City. Evaluation results show that Songyuan City planning environmental impact assessment effectiveness belong to the fourth class in the standard level, the lower level of effectiveness In the section of the fifth chapter, the corresponding strategies and suggestions were proposed to improve the effectiveness of PEIA implementation.
