| With the continuous development of economy in China, coal which is the mainenergy in our country plays a more and more important role in our national economy.Due to coal mine accidents are closely related to the staff personal safety and socialeconomic activities, and the safety accidents seriously threat to social stability andeconomic growth, coal mine safety accidents emergency management has been one ofthe major difficulties in the coal mine enterprises’ development. There are so manyuncertain factors in the process of coal mine operation, such as environment, humanactivities and so on. Therefore, how to accurately and effectively assess theemergency management capability of coal mine enterprises, how to make full use ofthe assessment information to strengthen safety management of coal enterprisesability, how to realize risk factors in the accidents through dynamic risk monitoring,and as far as possible to reduce the possibility of accident and casualty rate, all ofabove are urgent problems which need to be urgently solved by the coal mineenterprises in the process of safety production.This paper takes the accidents of coal mine enterprises as the research object, anddiscusses the methods and the importance of capacity evaluation in the coal mineenterprises emergency management. And briefly introduces the relevant basictheories of coal mine emergency management, constructs the capability evaluationindex system of coal mine safety accidents emergency management capability. Byusing fuzzy-analytic hierarchy process method, concludes the accident emergencycapability evaluation model and the evaluation process of this model, also proves theeffectiveness of the method, and makes the theories and the practice match with eachother. Research results are aimed at reducing the possibility of coal mine productionaccidents, and at the same time, proving certain reference for coal production safetymanagement innovation.This paper consists of six parts. Firstly, it mainly describes the researchbackground, purpose and significance, and overviews the research status of relatedtheories from emergency management evaluation and its application in coal minesafety production, summarizes the existing problems, and then puts forward related ideas and approaches. Secondly, summarizes the related theories from the followingthree aspects-the emergency management, the coal mine accidents and thefuzzy-analytic hierarchy process method. Then, combined with China’s coal mineproduction statistics, it analyzes the safety production elements and their complexityand builds the capability evaluation index system of coal mine safety accidentsemergency management capability based on the principles. Furthermore, according tothe characteristics of the index system, establishes the evaluation model which iscombining analytic hierarchy process and fuzzy comprehensive evaluation. Theanalytic hierarchy process is used to analyze the various index assignments, and theweights are used by the fuzzy comprehensive evaluation to make a comprehensiveevaluation. Last but not the least, by selecting instance of a coal mine safety accident,this paper evaluates its emergency management capability, and puts forward relevantsuggestions and countermeasures, finally proves the scientificity and operability ofthis method. |
