Government's production safety accidents emergency capacity is an important part of government emergency capacity.Different types of disasters have different requirements for emergency prevention,preparation,response and recovery.Therefore,it is necessary to evaluate the government's safety production emergency capability.The government's production safety emergency capability directly affects the prevention,treatment and recovery of emergency production safety events.This paper introduces EMR(Enterprise-Wide Risk Management)into ability assessment indicators system in the public domain.After a large number of literature review,the paper initially proposed government production safety emergency ability evaluation index system and send the evaluation model to 10 experts.The experts reach an agreement after two rounds of back to bake feedback.Afterwards,this paper set up four levels index system to assess the production safety emergency capability of local government.The first level is the target layer,the second level has 4indexes,the third level has 8 indexes and the fourth level has 41 indexes.Then the paper explains the meanings of the indexes.Expert opinions were collected by the questionnaire survey to determine the index weight.Using the evaluation model and fuzzy comprehensive evaluation method to evaluate the government production safety emergency ability of B district A city.Finally,the paper puts forward eight targeted suggestions,for example we can complete production safety plans and regulations and reinforce the accident assessment capability,to improve the government's production safety emergency capability.
