Noise pollution is considered as one of key issues that have harmful effects on theurban environment and peoples’ lives. The increases in vehicles, musical instruments,small scale industries, urbanization and human activities are main sources of noisepollution. Noise pollution has significant negative impacts on the quality of life andhealth and can cause low labor efficiency, lack of concentration, memory loss, fatigue,digestive disorders, deafness and tinnitus, high blood pressure, depressive tendenciesand other diseases for people. Therefore, research on methods for monitoring noisepollution is very necessity and urgency. Many institutions at home and abroad carry onresearch on related work.To solve problems of noise monitoring work such as not proper choice ofsampling position, low accuracy of noise measurement and reporting by residents, lackof original reporting sound materials, low efficiency in reporting and response, thisthesis proposes a new noise monitoring method. This method utilizes the androidmobile terminal as noise monitoring terminal equipment and the Web Service as noisemonitoring system interface for Android application call in order to achieve theinformation exchange between Android application and monitoring system. By thisclassic interaction manner based on Web Service framework in C/S system, the systemachieves data transfer and mutual control between different platforms. Furthermore, inorder to realize the real-time obtain of SQL Server information change, the systemadopts SQL Dependency mechanism to achieve the dual effect on real-time access onSQL SEVER changes and reduction in resource consumption.Using Android mobile terminal as the terminal equipment of noise acquisition cancause the existing of artificial noise. This system utilizes MATLAB to analyze soundsignal so as to determine the possibility of the existence of man-made noise. Sincesome private information such as user’s position and the reporting of records isinvolved in the system, the system has a high security requirement. Hence a voicerecognition is adopted in the system to authenticate user’s login. Besides the detaileddescription of the entire system implementation, this paper also discuss how MATLAB carries on audio signal analysis, mixed programming between MATLAB C#, as well asvoice recognition technologies.
