Since the reform and opening up, China’s economy has been growing up fast. However, China is trouble with two questions, namely resource saving and protection of environment. These issues have been important components of New Path of Industrialization, and Data Envelopment Analysis(DEA) is used to providing explicit advice. The environmental efficiency is evaluated by Data Envelopment Analysis, as the same time, Data Envelopment Analysis could provide reasonable advice from view of inputs, desirable outputs and undesirable outputs. There are some existing DEA models which consider undesirable outputs evaluating environmental efficiency. But these models could not take the weekly disposable relationship between undesirable outputs and desirable outputs. Although the directional distance function DEA models release this shortage, these models are trouble in the subjectivity about the direction and there exists different direction of improvement. In a word, the polar theory is introduced into the DEA models in the paper. First of all, based on Stochastic Frontier Analysis(SFA), Ray Stochastic Frontier Analysis(RSFA) and DEA, this paper proposes Ray Slack-based Model(RSBM). This model is used to evaluate the provincial environmental efficiency during2004-2012in China. Then, RSBM-Malmquist-Luenberger index(total fact productivity index) is structured. Lastly, this essay analyses economic growth, environmental efficiency and energy consumption by spatial panel econometrics. This paper regards industrial waste as undesirable outputs. We try to put the following aspects forwards:(1) Because of the subjectivity of the direction which is difficult to decide and ratio of inputs or outputs which has economic inertia, RSBM model is used to measure the provincial environmental efficiency and RSBM-ML index;(2) The RSBM-ML index and its decomposition are introduced in detail and. The author uses the RSBM-ML index evaluate the provincial productivity and its components during2004-2012.(3) The paper analyses the results. As well, we analyse RSBM-ML index and its components in the opinion of east, center and west of China. This paper is divided into five parts:The first chapter is introduction which takes background, reality significance, academic significance and the existing researches. Through the demonstration of the references, the new model is built. Then, the author summarizes advantages and disadvantages in the paper.The second chapter is some relevant theories on the environmental efficiency. The relationship between environment and economic growth is discussed. As well, the principle of environmental efficiency and the meaning of environmental efficiency are discussed.The third chapter is the proposition of the new model. The polar coordinate system is discussed in detail. So are RSBM model, RSBM-ML index and spatial panel econometrics.The forth chapter is empirical analysis. This chapter uses a new model for2004-2012Chinese provincial environmental efficiency and RSBM-ML empirical analysis. China is divided into three regions, namely eastern, central and western regions. At the same time, the regional analysis is demonstrated. Lastly, the spatial panel econometrics is used to analyze the production function. The fifth chapter is the conclusions and next steps. Through empirical analysis of Chapter IV, the chapter provides policy recommendations for Chinese provincial production activities. Finally, this chapter also pointed out the direction of future research can be carried out in this article.
