In order to realize a country stable and rapid economic growth, not only to ensure that economic quantitative growth, the more important thing is that the economy is on the promotion of the quality, that is to pay attention to the technical efficiency, stable and quickly improve. A region of the expected output of technical efficiency measure impact, there is not fully consider undesirable outputs that environmental factors in previous studies, it will affect the accuracy of the results of environmental technical efficiency. China’s environmental problems have become increasingly prominent, and have directly hindered the process of China’s economic development. A reasonably comprehensive consideration of environmental pollution factors can better grasp and locate the efficiency of the overall level of environmental technology in China, it is great for enhancing the efficiency of China’s Environmental Technology. In this paper, according to the theory of China’s current environmental factors and environmental technology efficiency, from the three aspects of environmental technical efficiency to study:Firstly, in the efficiency of environmental technology evaluation model framework, using the C-D distance function in the stochastic frontier model, This paper estimates the efficiency value of China’s provinces of Environmental Technology introducing the environmental pollution of SO2and CO2output. The results show that the environmental technical efficiency level has significant difference in China. In the period of2001-2010, the environmental technical efficiency increases as the time goes by. It shows that China’s production technology industry continues to progress, science and technology in innovation, the efficiency of China’s environmental technology has such great progress.Secondly, the dissertation analyzed the levels of technical efficiency from three regions of the environment. There are significant regional differences, and render the gradient. The eastern region is the region with the highest level of environmental efficiency, followed by the central region, and the last one is the west region. China’s three major regions of the gradient changes, the difference is very obvious. The main reason is that the gap among eastern, middle and western region of levels of economic development, economic structure, geographical location and resource endowments and other factors. At last, Environment technical efficiency estimates as explanatory variable author selected five indicators as the influencing factors, and they are the per capita GDP, industrial structure, technological level, the radio of the total import and export and GDP volume and pollution control investments. Through the establishment of the panel data model, article conclude that the per capita GDP, the technical level and pollution control investments showed a significant positive correlation between independent and dependent variable, between the industrial structure, the open degree and the efficiency of environmental technologies present a significant negative correlation and among that technological progress and open degree is not significant.On the basis of the above analysis, the further study is to analysis the reasons for the differences of the regional environmental technical efficiency and put forward suggestions for improvement. China is required to pay more attention to the development of regional coordination in the overall development process.
