| Since the reform and opening up,China’s urbanization process has accelerated,but China has also paid a heavy resource and environmental cost.How to balance the relationship between economic development and ecological stability and achieve regional green transformation has become a highly concerned issue for the country and government in recent years.The Yangtze River Delta region occupies a strategic position in the overall pattern of regional development in China.The Chinese government is committed to achieving green and efficient development of cities in the Yangtze River Delta region.Therefore,in order to improve the current situation of green development in regional cities and lead the sustainable development of cities in eastern China,it is of great significance to measure the efficiency of urban green development in the Yangtze River Delta region and deeply explore the regional distribution and temporal evolution characteristics of urban green development efficiency.Firstly,starting from multiple dimensions such as economic benefits,social benefits,ecological benefits,and environmental pollution caused by undesirable outputs brought by urban green development,the index system of urban green development efficiency is constructed,and the data changes of input and output indicators from 2009 to 2020 are analyzed.Then,an improved DEA model is constructed to deal with the weighted aggregation problem of undesirable outputs and the time lag effect between multi period inputs and outputs.The constructed model can more realistically reflect the internal operating mechanisms of cities,and then empirically measure the green development efficiency of 41 prefecture level and above cities in the Yangtze River Delta region of China from 2009 to 2020.Finally,the main influencing factors of urban green development efficiency are identified,Tobit regression model is selected to regress the influencing factors,and suggestions are made to improve the current situation of urban green development based on the research results.The research results are as follows:(1)The overall efficiency of green development in 41 cities in the Yangtze River Delta region shows an overall trend of fluctuation and rise,reaching its peak in2020.However,the overall efficiency of green development is relatively low,and there is a significant gap in efficiency between regions.There is great room for improvement in urban green development.(2)After considering the undesirable outputs of environmental pollution,the efficiency values of the vast majority of cities have significantly decreased,indicating that the emission of pollutants in most cities has brought a serious burden to the regional ecology,limiting the sustainable development of cities.After considering the time lag effect,the efficiency values of the vast majority of cities change,and the efficiency ranking is adjusted accordingly.It is necessary to accurately measure the efficiency of urban green development by considering undesirable outputs and time lag effects.(3)The efficiency ranking of urban green development is not necessarily related to the level of economic development.Nanjing,Wuxi,Hefei and other cities with relatively developed economy rank low in green development efficiency,while Huangshan,Zhoushan,Lishui and other cities with relatively backward economy rank top in green development efficiency.(4)The Tobit regression results indicate that the main influencing factors on the efficiency of urban green development in the Yangtze River Delta region include economic development level,external dependence,industrial structure,science and education environment,and environmental regulations.Among them,industrial structure and environmental regulations(X6)have a positive effect on the efficiency of urban green development,while external dependence,science and education environment,and environmental regulations(X5)have a negative effect on the efficiency of urban green development.According to the research results,the agglomeration effect between cities in the Yangtze River Delta region should be further utilized,and inefficient cities should learn from the technological innovation and management experience of efficient cities.At the same time,according to the regional characteristics of the city,targeted adjustments and improvements will be made to the ecological civilization protection system,ecological protection red lines will be defined,resource utilization levels will be optimized,and a green and low-carbon urbanization development path will be opened up. |
