Shaaxi Jingxisanxian Social Stability In Long Distance Gas Pipeline Project Risk Management Research

In recent years,with the development of economy,around the large engineering projectsstarted,social risk events triggered by the engineering project were more and morefrequently.Although social assessment had been done before construction,but the socialevaluation had been also imperfect,without the consideration of social stability risksubject.This has affected the social assessment of engineering project effect,triggering a largenumber of social stability risk events.Social stability risk Management system of this study,runs through the constructionprojects entire the project life-cycle.It is divided into Several stages of early stage ofconstruction、the construction and operation period、the late stage of construction and so on.Theoretical explanation is carried out in social stability risk construction projects,especially inlong distance gas pipeline project.Using long distance natural gas pipeline project、project management and social stabilityrisk theory and method in this article,according to the actual situation of social stability risk oflong distance natural gas pipeline project,it refines the research problems for natural gaspipeline project effectiveness of social stability risk. Based on the study of the effectiveness ofsocial stability risk mechanism,it presents the management thought and content of the socialstability risk effectiveness of natural gas pipeline project;puts forward the evaluation indexsystem of the control factors of social stability risk of natural gas long distance pipeline;and itis established the work management mechanisms of social stability risk effectiveness of along distance natural gas pipelines project.Taking the Jingxi Third Line long distance gaspipeline project as an example,it conducts a study of the social stability risk management ofthis project,including the risk control factors and resolving measures,the assessment andevaluation index system of social stability risk of the natural gas pipeline project,theestablishment of management method and index of social stability risk of natural gas pipelineproject.Finallyit draws the conclusion that social stability risk of this project is in the low level,providing the scientific decision-making basis for the smooth construction of Jingxi Third Line long distancenatural gas pipeline project.
