If the reference of scientific theory's term exist, it is related to knowledge, explanation, learning and subsequent comparison about scientific theory, it is also the main issue that scientific realism and non- realism debate. After the introduction of Mathematical term "incommensurability" in the philosophy of science, a new understanding of the relationship between scientific theories is discussed. In the field of philosophy of science, incommensurability means that for the same area, successive theories are incommensurable. The incommensurability stems from the difference of backgrounds or environmental senses between founders of these theories or the creators of groups. They own a historical point of view, emphasizing the historical features means that different theories maintain their own independence.Incommensurability was applied in the field of philosophy of science by T.S. Kuhn and P.K.Feyerabend. Kuhn pointed that successive theories are incommensurable because of different paradigms. Feyerabend focuses on the context which leads to incommensurability between the different theories, No matter which incommensurability theory, both of them intended to claim that scientific development doesn't accumulate gradually, and own a true model of a universal trend. Kuhn believes that scientific progress is relative to the paradigm of progress, similar to the biological evolution. His and Feyerabend's incommensurability contain relative independence of each of theory; the authenticity becomes a pseudo-problem about the appraisal between different theories. The logical empiricist use the objects which terms of scientific theory refer to as the basis of evaluation and choice about theory. Historicism and postmodernism have pointed out:There is no neutral observation, there is no crucial test, to overthrow the views of logical empiricism-the scientific development is cumulative, progressive, and gradually towards the truth.This article describes and contrast Kuhn and Feyerabend's incommensurability views, points out their views about the reference of scientific theory's term, summed up that reference is an important issue related with incommensurability, either the object what term referred to, or if translation could be set up,are associated with reference. Accordingly, retrospective analyze the development of reference, point out the main points and shortcomings of various reference theory, and then from the view of the structure of words, proposed that we may see the reference as an open set which includes basic element such as reference's attributions or features and so on, cluster of descriptive words is equal to this set's function of expression, and explains different theories well, interpretation doesn't affect the choice and appraisal between incommensurable theories. So, the incommensurable theories could be viewed as an open set, which includes common original starting point, varies with different conditions attached, own difference, but we still compare and appraisal. We give Incommensurability a new orientation and explanation, incommensurability is a lag of human understanding, the lag is temporary, also eternal. The standard of idea which development and humanistic unite is suitable for human being's existence, for the selection and evaluation of scientific theories. The whole text is of great significance for the new understanding of incommensurability and relevant issues.
