However, with the 3S technology continues to evolve in recent years, a variety of GIS software is also constantly pouring a lot, such as ESRI introduced a variety of products, our mapgis software, which also resulted in various planning and site selection of data between departments formats, standards are not unified, data-sharing effect is poor, slow data update, data management confusion, the assignment is not clear, the decision-making procedures are very complicated site selection, site approval process is slow, inefficient location of a negative impact, these issues need to an effective solution.In this paper, the analysis on the basis of the above-mentioned reasons a combination of domestic and international urban planning and site selection decision-making used by the excellent management, combined with WebGIS development of technology, network management, software engineering and database management technologies, development and design the urban planning and site selection system, designed to be able to resolve the site through the system data sharing between departments is poor, slow decision-making efficiency and so on, to speed up and improve the urban planning and management departments of planning and site selection decision-making efficiency. In view of the powerful GIS spatial data processing capabilities, this paper maps published by ESRI's ArcIMS software and database management software, ORACLE, ArcSDE, developed ArcIMS-based urban planning and site selection system, the system reported through the "construction project site selection," Several important parameters affect the planning and site selection (such as floor area ratio, green land, building density, etc.) were analyzed to achieve the planning and site selection, real-time approval and decision making, planning and site selection so as to improve the efficiency of the department's work; system also enables site map information for planning scaling, roaming, navigation, positioning, and pairs of attribute data query, analysis and statistical decision-making capabilities to make information inquiries more quickly, intuitive, decision-making more timely, efficient, for urban planning and management department day to day management and real-time information to support decision-making. Development of examples show that the network approach to planning and site selection decision-making, planning and management departments can greatly enhance the site selection decision-making efficiency and data sharing capabilities, additional maps will be ORACLE+ArcSDE and ArcIMS components combine to develop the urban planning and site selection decision-making system, not only development of convenient, fast, but also to give full play to ORACLE+ArcSDE spatial data management advantages and fast access to data features. Articles presented in the framework of the planning system can be used as a reference design of the planning system, there is a certain degree of promotion potential.
