With the rapid development of the computer, network and spatial technology. The traditional GIS is developing to WebGIS. Sharing and interoperating is being most hot word and most hot field of researching. WebGIS is being the most popular information tool. So many products of WebGIS was released and deployed on web. But there is a severity problem that we can not turn a blind eye to. That is, all of the product can not communicate and interoperating well each other. The description of geographical information is different each other. Sharing is very difficult, maybe impossible. So they can not settle for the requirement of client.This paper mainly focuses on researching of the new network and computer technology and their application in the domain of GIS. Analyzing the actuality of the WebGIS's development. Comparing the usual technology of constructing WebGIS. Understand the limitation and problem of current WebGIS product. At last, using XML and SOAP to construct a prototype system, that can provide geographical information service.There was contained five parts as below:1. Studying the application of XML in GIS.2. Studying the application of SOAP protocol in GIS.3. Studying architecture oriented pattern, especially concurrent and networked objects.4. Studying the production at present.5. At last, I will develop a prototype system (Web Map Server, WMS) by using design pattern, and looked on as trial and summarizer.
