With the development of the living standard of the people and adjustment of agricultural enterprise structure. the speed of change of present situation of land utilization in the whole country,fast generation of the rural land-use database is getting more and more important. Find out the present situation of land utilization in the whole country, grasp the factual basic data of land, Establish and improve land survey system,statistical system and registration system. realize the social services of the land resources information. meet the needs of the development of our economic society and territory resources management.The paper is based on the requirements of the national land survey, Taking project region as study area. In accordances with the relavant nationl and provincial technical specification and standard,we can do rearch on the technology and method of raural land survey and establishing land-use database based on the database building system of the second survey . This study was undertaken to research the method for construction of land survey technique and land use database at the county level. The paper anticipates to provide integral,long-term and scientific instruction to construction land use database and land survey technique. and attains the goal of enhancing the speed and quality of construction land-use database.This paper briefly introduces the technology of raural land survey and the method of building database ;full field work is suitable to the region with blurry image in technology and method of raural land survey,but it is big workload in field work.the full forecasting of combining inside and outside work can raise the survey efficiency,but it can't identify the site type and the scope of the region forecasting with blurry image accurately and clearly,then it will affect operation time. This paper adopts the operation method of combined with measuring in map ,combining inside and outside work and full field work, based on classification to image then it reasonably draw comparison and forecasting by combining the strongpoint of forecasting,it promotes efficiency and quality of investigation.The hierarchical data design uses standarder, more reasonable means to hierarchy .The data checking has utilized the method of self-inspection ,mutual inspection and special inspection integration in every step. Quality control of data using more rigorous methods And utilized the last data quality specialized inspection software to check and analyse, enhanced the reliability of the data.Research indicates : In the process of applying MAPGIS and the second survey building system of MAPGIS to establish the land-use database.If use the technical route ,data acquisition flow and data quality checking flow designed in this article, it will be beneficial for improving the efficiency and quality of building database.It can avoid data loss caused by adopting the operation method of combined with measuring in map ,combining inside and outside work and full field work, thus reduced the work load and the mistake; in constructing database process ,utilize some small skills of system bringing, it may save many work loads, at the same time reduce the personal error; Uses the existing land utilization database specialized quality testing software, carries on the database quality testing by semiautomatic or the interactive mode and the completely automatic, may improve the data achievement quality enormously.
