Study On The Evaluation Of Beijing Clean Air Plan

Recently, some areas of our country, especially in Beijing-Tianjin-Hebei region, have been troubled with haze which caused the central and local governments’ concerns. In September 2013, the government of Beijing enacted a policy named Beijing Clean Air Plan which purpose is to improve the city’s air quality in 2017 by the "863" action(i.e. eight pollution reduction engineering, six safeguard measures, three universal actions). Beijing is both the typical city of the atmospheric pollution and the advanced region of controlling air pollution, so the evaluation is very important to Beijing Clean Air Plan.Environmental policy evaluation results from public policy evaluation in our country. Although the theory of public policy evaluation system has been gradually perfected, but the theoretical research of environmental evaluation policies is on the beginning. On its strategic level, the policy evaluation model determines the evaluation idea, direction, content and value, and is helpful to reduce the randomness of the evaluation main body, and ensures the scientific nature of the evaluation conclusion. Therefore, strengthening the study of environmental policy evaluation model has important practical value and theoretical significance and can promote environmental policy evaluation theory, method and practice organic combination.Based on the above situation,this article combed the concept, classification standard and other related theory of policy evaluation. On the basis of Frank Fisher Policy Evaluation Model and Evert Vedung Policy Evaluation Model, by combining the main content and characteristics of Beijing Clean Air Plan, the article builds up the unity of empirical and normative evaluation model. According to this model, the article makes an evaluation from four aspects: project validation, scenario analysis, social argumentation and social selection.In the project validation aspect, program effectiveness is evaluated by using Target Reached Mode and Cost- Benefit Analysis Mode. The Target Reached Mode shows that Beijing Clean Air Plan is effective, but subsequent air management work pressure is increasing. The Cost- Benefit Analysis Mode shows that Beijing Clean Air Plan has a very high yield, but setting the same target in each district and county of Beijing is too dogmatic which cannot achieve benefit maximization.In the scenario analysis aspect, the influence factors of policy are qualitatively analyzed. It concludes that moving pollution enterprises from Beijing to the periphery could cause secondary pollution problem. The zone defense emergency, seen as "pain" of regional air pollution, could not fundamentally solve the problem of air pollution. Beijing’s "big city disease" is constantly consuming the energy and ecological resources, that’s the root of air pollution.In the social argumentation aspect, the impact of Beijing Clean Air Plan on the social system was analyzed that this policy was valuable to the whole society from the aspects of method and contribution. It concludes that the effective air management measures could provide a reference for other cities, and the adjustment of industrial structure is driven and could get a rapid development of new energy and environmental protection industry. Beijing industrial transfer could also promote the level of the economic and the industrial development of related areas.In the social selection aspect, the impact of Beijing Clean Air Plan on the value creating is analyzed that the behavior of the individual could be corrected through economic and administrative means. It concludes that it could increase the self-consciousness and the supervision role of the masses in the governance of air, and the law-abiding consciousness of the citizen is increased too.Finally, the evaluation result is concluded and the suggestions for Beijing Clean Air Plan are forwarded: to set more detailed policy goals, to control the population and the urban scale, to normalize Beijing-Tianjin-Hebei region joint governance, to take the dual governance measures with administrative regulation and market incentives.Beijing Clean Air Plan is still in its process of implementation and the evaluation process of policy is also going on. The policy should be made to have higher effectiveness, efficiency, and fairness through continuous improvement at various stages of the policy evaluation. In addition, a regional defense governance role is more important than ever, but the governments in Beijing, Tianjin, Hebei and other places should study in-depth on how to use administrativemeasures and market incentives into manage regional air pollution due to the imbalance of regional economic development. Due to the limited conditions, some issues cannot be thoroughly studied could be further studied on the basis of this article.
