In September 2020,General Secretary Xi Jinping announced at the75 th United Nations General Assembly that China aims to peak its CO? emissions by2030 and achieve carbon neutrality by 2060.The establishment of the "dual carbon" goals has provided an unprecedented opportunity for China’s forestry development and an important strategic guidance for the innovation of forestry public policies.To fully leverage the significant role of forestry in promoting the vision of carbon neutrality and explore novel approaches for transforming green mountains and clear waters into gold and silver mountains,Bijie City formulated and issued the "Bijie City Forestry Carbon Credit Management Measures" in February 2022.This marked the beginning of policy innovation of forestry carbon credits in Guizhou Province and accelerated the establishment of a sound mechanism for realizing the value of green ecological forest products.Public policy evaluation is a critical component of the public policy process,and its role cannot be ignored.Evaluating the effectiveness of forestry carbon credit policies is a necessary means of examining problems in policy implementation.This paper analyzed the background,process,and content of Bijie City’s forestry carbon credit policy,and based on William Dunn’s public policy evaluation standards,developed a comprehensive set of evaluation indicators for forestry carbon credit policies in Bijie City,including six primary indicators and 18 secondary indicators.In this paper,a combination of survey and expert evaluation methods was adopted to calculate the indicator weights using SPSS statistical software.Utilizing a fuzzy comprehensive judgment matrix,it was computed the comprehensive evaluation results of Bijie City’s forestry carbon credit policy.After analyzing the evaluation results,it was found that there are several issues with the current forestry carbon credit policy,including inadequate policy inclusiveness,insufficient ecological benefits,lack of policy momentum,inefficient policy promotion,and an incomplete supporting policy system.The main causes of these problems are the differences between policy objectives,low environmental awareness among the public,the conflict between ecological and economic values,ineffective publicity methods,and the fact that the policy is still in the exploratory stage.Indeed,the forestry carbon credit policy is just getting started,and it is crucial to identify and clarify issues as soon as possible to ensure effective implementation and sustainable progress.Therefore,in this paper,corresponding solutions were proposed to these issues,including increasing opportunities for public participation in forestry carbon credit policies,enhancing social willingness to participate in policies,exploring the ecological value of forestry resources and actively promoting its realization,promoting diverse policy promotion methods,establishing a sound policy system related to a forestry carbon credit,improving policy coordination,strengthening top-level design of forestry carbon credit policies,and enhancing policy coordination among local governments. |
