Since the reform and opening, with the advancement of technology and economic development, China’s growing dependence on oil. Petroleum resources are the main source of energy, raw materials and strategic materials, is a national treasure. At the same time, China’s oil supply security will not only be subject to political, economic and military developments and supply chain security is closely related to the country or region, and will be subject to competition and squeeze big country. Therefore, for domestic oil exploration, energy conservation is a very important part.As China’s third-largest oil field, the current crude oil Liaohe Oilfield mining capacity of 10 million tons or more. Such a large amount of exploration work on complex energy management makes heavy, which made him a relatively high demand:that require comprehensive energy conservation, efficient and advanced. In order to make the working efficiency greatly improved energy management, building energy management system is an important part. With the development of computer and Internet technology,people management requirements continue to increase efficiency. The traditional way of saving information management difficult to deal with, repetitive, heavy workload and other defects is increasingly clear, therefore, how to use modern means of scientific management, has become an urgent problem.In this paper, Shenyang Oil Production Plant as a reference, the actual situation of Shenyang Oil Production Plant energy management, the use of thinking and three-tier architecture, object-oriented, based on SOA architecture, data mining technology and virtual enterprise technology, design and implementation of Shenyang Oil Production Plant energy management information systems. Information systems in accordance with the function modules, including energy consumption statistics management, energy efficiency benchmarking management, energy-consuming equipment management, energy monitoring and management, project management, energy conservation, energy efficiency assessment management, information management, file sharing platforms such as eight modules, in order to facilitate relevant personnel to operate this system, in addition to eight modules, and increased my desk functions, user-friendly set of personal related information. Log on to this system through a browser, Shenyang Oil Production Plant energy management of the entire oil production plant can energy information management, such as energy-consuming equipment, energy statistics. Each unit of energy-saving technical staff on the system can also be the unit for energy information management, energy-saving information to add, delete, change, and other functions. The system realizes the sharing of information and digital information resources saving oil production plant, to achieve an efficient and paperless office information.Currently, the system has been put to use oil production plant in Shenyang, Shenyang Oil Production Plant to serve energy management personnel and units of energy-saving technology staff. After a period of use, energy management information to achieve the desired effect.
