Research On The Difficulties And Countermeasures Of Environmental Pollution Control In Villages And Towns

Reform and opening up have enabled China’s economy to take off and become the world’s second largest economy.However,the rapid economic development has also brought many environmental problems: the high output value and low-quality development methods have brought pollution to the environment in many areas.The environmental level has declined,and there are more and more local and even township environmental problems.As the basic unit of government management,township shoulders the heavy responsibility of environmental pollution control.Qilong Township is located on Chongming Island,which is building a world-class ecological island,and is adjacent to some towns and villages in Chongming District and Haimen City.Qilong Township also has the problem of environmental pollution which cannot be ignored.This article investigates the environmental pollution control of the Qilong Township,analyzes the causes of environmental pollution,the plight of environmental pollution control and the causes,and puts forward countermeasures and suggestions to promote the township government to improve the ability of environmental pollution control.This article aims to provide reference experience for the environmental pollution control of township governments in the Yangtze River Delta region,which has important theoretical and practical significance.This article defines the relevant concepts of environmental pollution control by township governments,elaborates on the public goods theory,polycentric governance theory,and ecological civilization theory,laying a theoretical foundation for research.This article takes Qilong Township of Qidong City as the research object.This article uses data collection,questionnaires,individual interviews,case studies and other research methods to investigate the characteristics of environmental pollution in Qilong Township,the practices and effects of environmental pollution control.Analysis shows that the environmental pollution control system and mechanism are not perfect;Lack of systematic planning for industrial development;The concept of environmental pollution control is outdated;Insufficient investment in environmental pollution control leads to difficulties in environmental pollution control in Qilong Township.By drawing on the experience of domestic and foreign governments in environmental pollution control and based on theoretical research,this article proposes the following countermeasures and suggestions: improving the environmental pollution control system;Improve the development plan of industrial structure;Forming a multi center governance model;Increase investment costs in environmental pollution control.In order to provide a solution to the predicament of environmental pollution control in Qilong Town,so as to promote the improvement of regional environmental quality and people’s quality of life.
