| Renewable building materials is an important way of recycling construction waste. The quality of construction waste recycled products’ has stabilized, which can be readily used in various construction projects. The study found that existing regulations have been mostly for the production process, but the continued use of this products also needs policy support with raw materials, applications, tracking and monitoring. In addition, various authorities of the central government have introduced policies to promote renewable building materials industry, but they fail to form an industrial policy that fosters industrial development. However, because in the process of industrial development of local government to operate independently in the situation of shortage of funds, technology and management is the lack of experience; and the private enterprise has capital and technology, but the independent investment projects not good policy environment, therefore, suggested the government departments to private enterprises, through the PPP mode of investment the output of common resources enterprise. Private enterprises have the efficient operation of the resources can cause in the franchise mode; the government is able to change from the angle of supervisors, project participants, and continue to provide policy support for the project. In the process of public-private partnership to risk anticipation, classification and prevention, risk will be assigned to the parties involved in the project through the effective distribution mechanism. The study suggests that technical and production standards for construction waste recycled products be developed to form a comprehensive technological system and China’s National Development and Reform Commission should take the lead in setting up the Renewable Building Materials and Construction Waste Utilization Promotion Committee, which then should coordinate other relevant agencies to form a closed chain of recycling policy in order to promote the industry. |
