The prominent unsustainable problem due to the imbalance and inconsistenteconomic and social development, the rapid economic growth is not consistent with thesupply of production factors and resources and environment bearing capacity. Theurbanization process speed up the continuously increasing of construction and demolitionwaste (CDW) emissions. Faced with resource constraints and the serious situation ofenvironmental quality, the better processing and utilization of construction waste hasbecome one of the government and the construction industry subject; Recycling is theeffective ways to alleviate environmental problems and strengthen the construction ofecological civilization, In order to promote recycling recognized by domestic and gaindevelopment, this paper try to explore promotion mechanism of CDW recycling.Based on the literature review, clarifying the operation model of CDW recycling,and refining the three effective environmental economic policies of promotingconstruction waste resource utilization from the empirical study on recycling cases.I,e:Taxes, subsidies and government procurement; with the help of the rubbish outputindicators, using econometric statistical method to the construction waste emissions toyield research and trend prediction, and strengthen the the necessity of solid waste inChongqing; In the investigation of chongqing construction waste management on thebasis of the whole process, Using the stakeholder theory to identify stakeholders of CDWrecycling, i.e. contractors, recycling enterprises, government, society and naturalenvironment; According to the different stakeholders to design construction wasteresource recovery success factors, it will get six key success factors of Chongqing wasterecycling by using the key success factor method of statistical analysis of questionnairesurvey data information, i,e, resource consciousness, recycled product by governmentsupport, high resource disposal, policy support and reasonable construction wasteemissions fee, a recycled product quality certification system and resource productmarket, it indicate the research emphasis on the promotion of recycling mechanism.Based on cost-benefit analysis result of the stakeholders corresponding to criticalsuccess factors in the process of recycling, when the contractor chose simple landfill andillegal dumping cost higher than cost of recycling, and when the cost of using recyclingproductions is no more than the native products’ cost, recycling is economic feasible;Single government policies in solving the problem of CDW is inefficient, such as higher CDW disposal tax could stimulate the contractor to take adventure tochoose illegal dumping; Single subsidies cannot completely solve operational problemsof resource companies; A single government procurement although relieves the problemof resource products unsalable, but can’t solve the problem of resource enterprise of rawmaterial; Finally, according to three kinds of environmental economic policies for CDWrecycling utilization of quantitative research, trying to build CDW recovery mechanismfrom the angle of policy system.The research of CDW recycling promotion mechanism is helpful to the governmentmacroeconomic regulation and control function into full play, and use economic tools toguide the market resource selection behavior of stakeholders. Effective use ofenvironmental economic policy, insist on market leading role, promote the constructionof the government, market and enterprise operation mechanism of promoting the CDWrecycling, Macro economic benefits include social benefits and environmental benefits,economic benefits.
