The Haze Governance Of The Yangtze River Delta Region: On The Perspective Of Administration Coordination And Cooperation

After thirty years of reformation and opening up, in the developing model of economic growth oriented, China has made remarkable achievements in economy. At the same time, the highly developed economy was on the tremendous price of other aspects of the society and environment. The price included the environmental pollution, ecological imbalance. Among the serious deterioration of ecological environment, public attention has been highly attracted by the air pollution as the frequent occurrence of haze. Especially in economically highly developed region, Yangtze River Delta region, environmental pollution problems has been existing for several years, haze pollution had occurred in a number of cities in this region. This essay intended to lean on the theory as an analytical framework, integrated the theoretical advantages ecological civilization theory, regional ecological cooperation governance theory, organizational theory of network governance and public goods theory, build the logical framework of the Administration Coordination and Cooperation- Regional Governance- the environmental performance, sort and summarize organizational structure and operation of the governance of haze pollution in the Yangtze River Delta region, then summarize and analyse the dilemma in government and non-government system. Meanwhile, this essay fully learn the experience of air pollution governance of the Western countries, especially the European countries and the USA, intended to learn the lesson to figure the haze on China’s Yangtze River Delta region. Finally, based on the theoretical analysis, combing reality and the guide of successful experience, this essay explores the governance path of the Yangtze River Delta, considered that strong leadership at all levels of local government in the region and strong economic base would provide great support in the haze governance of this area. Meanwhile, the innovation of the collaborative governance system and basic operation mechanism,respectively on the core of economical functions reconstructing for the government organization and the cultivation of marketing system, as long as the mechanism of institutional guarantee and new public cooperation model.
