Coastal wetland is located in terrestrial ecosystem and marine ecosystem of the transition zone, which has the function of independent special ecological system. Coastal wetland ecosystem service-function in building sustainable, harmonious development of man and nature society, and plays an irreplaceable role. In recent years, With the rapid development of economy and society, people’s awareness of protection and management of coastal wetlands rising. Due to the influence of natural and human factors, coastal wetland area is decreasing, ecological function decline, poses a grave threat to the marine ecological security. Therefore, coastal wetland ecosystem service function value to promote research is urgently needed.Through the Liaohe delta coastal wetland ecosystem in the area of degradation, serious pollution, interference, laws and regulations on the present situation of the analysis, this paper points out the main problems existing including the coastal wetland area reducing, disrepair of water conservancy projects, ecosystem degradation and human disturbance seriously destroyed five aspects, the reasons of problems are the irrational utilization, insufficient capital investment, management mechanism is not perfect, the river water quality continues to deteriorate and public awareness of the protection five aspects. In this paper, according to the present situation, problems and causes of coastal wetlands in the current existence, by learning from the coastal wetland ecosystem function value to enhance the experience at home and abroad, combined with the development of construction of Panjin beautiful, puts forward the Liaohe delta coastal wetland ecosystem function promotion countermeasures, mainly including the establishment of laws and regulations and strengthen the law enforcement team, set up the ecological benefit compensation system, strengthen the protection and control system construction, pollution prevention and control supervision mechanism and strengthening the construction of supervision mechanism five aspects.In this paper, to enhance the Liaohe River Delta wetland ecosystem function value protection management, across the country conditions, rationality, feasibility analysis implemented propose specific measures to promote the Liaohe River Delta wetland ecosystem functions to enhance research and pay attention to the problem.
