New urbanization and environmental protection are two important themesof today’s Chinese society. Shanxi Province is in the rapid development of newurbanization, and at the same time environmental pollution is serious. It’s veryimportant to coordinate and handle the relationship between new urbanizationand environmental protection.New urbanization is a complex and large systems Engineering,which involved in many aspects of demographic, economic, social,engineering project construction, and the environment. Engineering projectconstruction is an important part of new urbanization. In order to standardizethe work in engineering project construction, the Housing and UrbanConstruction Department of Shanxi Province entrust the study on "Shanxi newurbanization construction standard system build" To Taiyuan University ofTechnology. As a sub-project, the paper study on the relationship between engineering project construction under new urbanization in ShanxiProvince and environmental protection. The objective is to providetheoretical foundation about standardizing engineering project constructionunder new urbanization to protect the environment, and compilingengineering construction provincial standard, clause and laws andregulations clause about environmental protection in the whole process ofengineering project construction, and to promote engineering projectconstruction under new urbanization in Shanxi and environmentalprotection coordinated development.The specific contents of this study in paper are:(1)Through field investigation and statistics analysis, the paper presentsthe new status quo and the main problems of the development of newurbanization and environment in Shanxi, and systematic analyzing the impacton the environment of engineering project construction under newurbanization in Shanxi.(2)The clue of analysis is the whole process of engineering projectconstruction under new urbanization. The paper analyzes respectively theimpact on the environment come from the construction phase(decision phase,survey phase, design phase, construction preparation phase, construction andacceptance phase), and focusing on the design phase, construction preparationphase and construction phase, and then the corresponding environmentalprotection suggestions are put forward. (3)Through consulting a large number of engineering projectsconstruction laws, regulations and standards, the paper analyzes the currentlaws and regulations clause and the state, industry, provincial engineeringconstruction standards in Shanxi about environmental protection inengineering construction. For the standards which is lack of environmentalprotection, develop targeted suggestions; Aiming at the articles related toenvironmental protection in the laws, regulations and standards, puts forwardsuggestions about improvement and revise.(4)In view of the most outstanding environmental problem in thepresent society fog and haze, the paper states the current situation of fog andhaze in Shanxi. On the base of analyzing the cause and harm of the fog andhaze, the paper discuss the factors of causing and aggravating fog and hazewhich combined with engineering project construction under the newurbanization, such as construction preparation phase and construction phase toproduce a large number of dust, high-rise building group obstruct wind, etc.Combined with the instance, the paper using computational fluid dynamicssimulation software PHOENICS to analyze the impact of fog and haze fromhigh-rise building group, and puts forward proposals about protecting theatmospheric environment.
