Jingji area as a national strategy of Beijing-Tianjin-Hebei core zone collaborative development contact is the common focus of government and scholars. Large urban diseases have hindered the development of the area, which caught the attention of the world, has been listed as a national strategic focus in the near future. For energy is the primary source of pollution, in the early phase, the government took action to use the clean energy alternative. But in recent years, the phenomenon of fog shows that the effect is poor. The sustainability and economy of natural gas as a clean energy alternative is questioned by economic development and scholars, the scheme in solving the pollution as well as increases the economic burden, accelerated the further deterioration of the sustainable energy usage.This paper taking the pollution source’s classification and the key treatment into account combines with the State Council in Beijing, Tianjin and Hebei collaborative development of top-level design, making an optimization analysis on classification and key sources of pollution. At the same time, learn from academic fields on divide the clean energy by technology rather than the category of the energy, systematic design the clean coal alternatives while satisfying the pollution control and energy depletion. Based on clean coal technology, it can be shown that the clean coal alternative is optimal in the supply of resources and economy and sustainability. This paper use the briquette technology and its methods as a technical support, treating heating energy consumption and pollution as a case study, concluding the new ideas and schemes, can adapt to the requirements of the integration of Beijing, Tianjin and Hebei better as well as relieve environmental pollution and resources shortage of dual contradiction.The innovation of this paper includes put the first step of clean coal alternative solution to the heating area and capital city which is seriously polluted. Also this paper creates a new method to forecast the consumption of energy in the future by use the attractor theory in the systematic theory. The research and practice of this paper can be used as an important reference for the governance of fog and understanding the concept of clean energy in Beijing, Tianjin and Hebei province as well as the academic circles.
