Study On Risk Management Of International Mining Project Contract

Chinese enterprises enter to the mine construction project contracting market was very late. Domestic mining contracting model is employer set up their own company to organize the construction on the period of mine production. International mining projects using engineering contract is relatively mature,the three major international iron ore mines:Vale of Brazil and Australia’s Rio Tinto and BHP Billiton mine uses most of the mining contracting model whether in the period of the infrastructure or the period of mine production. In this condition,same type of foreign mining companies to get a lot of construction opportunities in mine construction projects. In recent years, with the enhancement of the domestic construction enterprise strength and mine owners management mode change, many mines were gradually in mine mining production outsourcing or part of the outsourcing mode of production, mine construction enterprises to create a lot of construction opportunity, make the construction enterprise has accumulated rich construction experience of mine. With some domestic mines owners gradually enter the international market of mining contract, however the foreign laws and regulations, labor management, material guarantee and mechanical equipment supply and domestic has the very big difference, as with other construction enterprises promote the foreign market, faces great risk.Through the analysis, the author summarized and analyzed the risk problems facing mine construction contractor to the overseas market preliminarily, and put forward some solutions, to reduce or control the risk. Further to the West African BK mine project as an example of a preliminary analysis of the risk of contracting the mine project,through the project site visits and interviews with relevant experts. Using the Analytic Hierarchy Process of the project to conduct a comprehensive risk assessment, combined with expert scoring method to determine the risk factors matrix. We conclude: For BK mining contractor for the project, political policies、the natural environment and the economy are high-risk risk; mine construction technology、community social environment、infrastructure and project implementation risks belong to lower risk. In response to the major risks, we propose some measures and methods,combined with the actual situation of risk assessment finally.Risk management is a complex research work, China’s mine construction enterprises into the international market is still relatively short time. Mining projects are affected by ore prices seriously. So In this study, there are some factors that can not be quantified. And the limited number of technical experts to participate in the questionnaire has some limitations in the example. Risk Management Index System in this paper has a very positive and practical significance for our international mine construction enterprises to select international mining engineering contracting market, and response to project risk.
