Based on the absorption and reflection characteristics of multi-layers radar absorbing material (RAM), the theoretic formula of the absorption coefficient of planar multi-layers RAM are provided. By extrusion, the samples of foam radar absorbing materials with different content carbon are prepared and the parameters of these samples are tested. By use of mixed genetic algorithms (simulated annealing algorithms and genetic algorithms) and programming with Visual Basic and Matlab, the best result are gained, such as material types, thickness and the material orders, which make the absorption property of the present materials better. The genetic algorithms can converge more quickly than general search algorithm from some intelligent properties such as self-organizing, adaptation and self-learning and so on. The experimentation shows that the absorption coefficient of five layers planar foam radar absorbing material is greater than 15dB from 2 to 18GHz with the algorithm optimal program. The absorber are wider band, thinner thickness and better absorption than traditional wedge foam absorber,. And the foam RAM is lighter than ferrite and metal power absorbers. So it may be applied well to EMC and microwave chamber.
