For centuries since the Industrialization has brought human beings tremendous amount of wealth, nature resources have been evaporating rapidly, pollutions have been worsening, and eco-environment has been deteriorating, all of which are greatly threatening the existence and evolution of human beings. The cause of all of these is not industrialization itself, but the greedy profit motive as the result of industrialization and sole goal of profit seeking. To maintain the eco-system of environment and nature resources, and truly realize the steady and long-lasting evolution and development of our society and economy, there must be a nature resources circular economy system, such as the cycle from nature resources, production, products, consumption to resources re-use. Only then, nature resources can be utilized more efficiently, and pollutants exerted can be minimized.The theories and methodologies of circular economy evidenced by eco-industrial parks provide a feasible and effective way to "steady and long-lasting development." Based on this awareness, we ought to begin with strategies, theories, policy implementation, environmental planning and implementation, and then incorporate the theories and methodologies of circular economy into the system of environmental planning. Due to the fact that our country is at the early state of industrialization, efficient and effective use of nature resources for the purpose of environment protection is the only way to secure the steady and long-lasting economic development.For understanding environmental planning, this article briefly introduces the origin and evolution, the definition, impacts and characteristics of modern environmental planning. In the second part of the article, it introduces the creation and evolution of circular economy, analyzes the fundamentals and impacts of circular economy, points out "3R" principles on which circular economy relies, "Reduction, Re-use, Recycle." Each of the principles is essential to the successful implementation of circular economy; however, they are not parallel in terms of the importance in circular economy. The fundamental goal of circular economy is to minimize waste and pollution in the process of production. Waste recycle is one of the ways to decrease waste handling to a minimal level. In subsequent parts, the article discusses major forms of development of circular economy (eco-industrial parks), the technologies, strategies, and policies relating to circular economy.This article also incorporates environmental planning to explore and discuss the areas in environmental functionality of circular economy, the most effective methodologies of environmental planning, community planning and management, and the application of circular economy in the development and construction of economic zones.
