Dispatcher Training Simulator offers a verisimilitud training environment for dispatchers by applying the computator technology and simulator technology of power system. It can train dispatchers as well as not affect the normal operation of actual power system.The regional power system DTS of this paper explored cuts some functions of traditional DTS ,adds some regional electric power system's feature and lessens investment of hardware.Abundant fault scenarios are the key to improve the efficiency and real-time of dispatcher training simulator and the editing and management of fault scenarios are sure to be flexible and convenient. Database of fault scenarios are established according to expert system theory in this paper. we edit lots of fault scenarios for training dispatcher's ability to deal with all kinds of faults according to their actual needs.DTS is a tool of training dispatchers's ability to deal with faults, whether the relay protection simulator is good or not directly affects the confidence and training effect of DTS. The logical relay protection simulator applied in this paper simulates relay protection action situation in fault only using fault's message and installation message of relay protection and protection theory .Logic simulator fulfill the correctness, real-time and fitness of relay protection.Evaluation system is the key to evaluate dispatchers's ability to deal with fault correctly. This paper not only reserves the personal evaluation methods, but also develops logic evaluation method based on logical distinguishment method and state evaluation method based on state distinguishment method. It can evaluate dispatchers's training situation objectively and reasonably.
