The dispatcher training simulator should have played an important role in training dispatchers but its utilization is not so high as supposed currently.One of the main reasons is with the design and configuration of relay protection.This directly results in the issues like inflexibility,information block,poor users experience and limited extension in other applications.Based on the impedance relay theory,functional design and software design are explained.The impedance relay behaviors are proved to be qualified for dispatching training and its design solves the problem of information block in Windows and Linux dual operation system.According to the function of RAS,more kinds of devices are added as RAS trigger conditions and protections.A method of logical nesting and its design are proposed to make the configuration and definition less complicated.It is verified by test cases that the flexibility and the user experience of RAS are greatly improved after logical nesting added.The function of relay is added into Security Checked Switching system for more secure dispatching operation.Its design concept and system research are explained to emphasize the function of relay in SCS system.SCS is analyzed by analytic hierarchy process as well as the importance of relay is proved to the function and reliability of SCS.
