In the age of globalization, a large number of problems have emerged, so all humanity are facing more challenges in the global environment Currently, with the wide use of modern transportation, especially the air transport, the people, animals, plants and goods can be rapidly transported to every place of the world. However, more mobile infectious pathogen microbes can also be fast moved from place to place, and other virus evolved from these mobile infectious pathogen microbes will endanger people's health seriously. Additionally, as the gradual expansion of international economic and trade, some problems related to food, chemistry, and radioactive pollution in one place will most likely extend its influence over the entire world easily and rapidly. In recent years, many incidents about food safe have happened frequently all over the world.Historically, infections could badly impact the amount of population, economic growth, religion, destiny and construction of countries, and civilization. In the global environment, the mobilization and extension of some new infectious diseases will cause social panic, huge economic loss, and casualty. Moreover, these diseases will also endanger domestic and international security greatly.According to Josephine. Nay,~2 "In the age of globalization, it is more difficult to defend our country through the defense of border compared with other ages ". If the countries cannot observe and control these infectious diseases effectively and efficiently earlier, they should establish the new partnership and improve the dialogue with other countries through the help of international organizations to avoid these bad influences of diseases.In the last two decades, the focus of economic policy in China is economic growth-oriented, so the government ignored people's health, social security, environmental protection, great disparity of income, etc. And also, public sanitation developed very slowly compared to the development of economy and other areas.
