Large medical equipments have become an important means for all kinds of hospitals to improve medical care standards, develop competence and increase economic benefit. In view of hospitals, we introduced the circumstances of managing and controlling medical equipments in home and abroad. According to our situation, analyzed the problem we meet and put forward how to purchase medical equipments scientifically and effectively. This thesis adopts system analysis method to consider the inside and outside conditions of buying medical equipment. These conditions contain the market, factors that hospital possesses, the life circle of the equipment, the direct and indirect economic benefits and the social benefits. We applied Fuzzy Mathematics to establish model and deal with this problem, only by this way, can we solve it rationally. This policy decision system has significance for hospital to purchase medical equipment; it makes this procedure more scientifically and easily. This feasibility and rationality have been tested by the CT we purchased from GE Company .The second part discusses the Visual Basic Program we designed under windows environment. In general, this program can be divided into two sections, one is for synthesize the relevant data and method of weighting to obtain the suitable judgment; the other offers a friendly interface to operate, including setting up data, editing data, choosing the desired calculate method and outputting data.
