This paper compares the medical consumption of residents between urban andrural area in Jiangsu through three aspects: 1, the pre-condition of medicalconsumption, that is the ability of medical resource; 2, the process, that is the medicaloutput; 3, the result, that is the health level. Basing of the analysis of statistic series'data, the paper investigates the medical resource from the quality of medical organs inrural and urban area, the quality of service and the construction of the medicalcovering; investigates the medical output from the level of requiring and ability ofoutput, and investigates the health level from the life expectancy and health condition.We find there are certain differences in each aspect and the unable situation ofresidents of rural area is symbolizing aspect.Basing on the description of the present situation, the paper takes Lorenz Curveand Gini coefficient as the tool of consumption, draws the Lorenz Curve ofconsumption and transferring input of Jiangsu's residents, and count the Ginicoefficient of them through relevant formula, and concludes that the difference ofJiangsu's medical consumption has passed the cordon and the transferring input hasaggravate the difference rather that relax it.The author considers three reasons resulting in the difference as follows: 1, theerror in the thought of development of rural medical undertakings; 2, the insufficientand imbalance of output of government; 3, the difference of the systems of medicalsecurity between urban and rural areas. Basing on the analyzing, this author putsforward a strategy to resolve the problem: increasing the output of health, especiallyto the rural areas, increasing the division of making up in medical security and reformthe rural medical salvation system.
