Medical Protection Of Migrant Workers

The statistical data indicated that the rural workers have become a matter of fact the main body of China's industrial workers, especially in mining industry, architecture industry, food and beverage industry. Being a population in the inferior position, the rural workers'medical security should be paid broad attention of the whole society. Solve the medical security problem that the rural workers needs properly, not only solve the problem , promote the need of sustainable development of economics and society that "three is agriculture ", safeguard rural workers'rights and interests, consolidate the power the foundation and construct the political task of the harmonious society too.This study takes the actual examples to analyze the status of the health guarantee and their requirements by getting questionnaires from the rural workers who work in outside of xiangxiang city and interviewing with the relative peoples.Compare with other results of relative investigation,we can study the current status of health guarantee and problems existent: the rate of taking medical insurance is not high; the medical insurance has not been able to satisy the rural workers' need; the medical insurance still could not achieve an effective interface between urban and rural areas,different regions.The paper proposes the policy suggestions in terms of public management : establishing the multi-level medical security system for the rural workers; promoting the reform of registered permanent residence system; raising the improving actions on laws and regulations policy of medical insurance system for the rural workers; promoting the reformation of drugs circulation system and health organizational system ; raising the improving actions on employing labor system and the occupational safety health system ; strengthening the propaganda of medical insurance policy,education and training to the rural works.
