In the last years of the Qing Dynasty, the three provinces of Northeast China were in domestic trouble and foreign invasion. The Qing Government began to carry out administrative reform that changed military control into civil administration in order to become strong and rich. History of the three Provinces' administrative institutions stepped into a new stage. The administration of Northeast China areas was united into one province and the political districts were integrated into Prefecture, Department, State and County, which marked the end of administrative system based upon divisive rule over Banners and civilians. The three Northeast provinces became one of the national provinces. Great changes took place in social control and the development of social economy, which gradually reduced the distinction between Northeast frontier area and inland and picked up the speed of social progress.There includes four parts in the text. Part One narrates the background of administrative reform and its contents in Northeast area in the last years of the Qing Dynasty. Part Two discusses the impact of administrative stall on the social control. Part Three discusses the impact of the administrative stall on the development of social economy. The conclusion part analyses the problem of the administrative stall in the Northeast areas in the last years of the Qing Dynasty and summarizes its impacts.
