Taking proposals of National Political Assembly as research object, this thesis mainly discusses six problems:The first one is how councilors paid attention to minorities who lived on border areas. In Councilors' proposals , minorities were always regarded as an important anti-Japanese war power. But there were lots of serious problems on border areas, for example there were some conflicts of nationalities, and there was a great lag between hinterland and border areas on economy and politics. On one hand, councilors advised the government to hold all nationalities together. On the other hand, councilors advised the government to increase the construction on the border areas in order to attract all nationalities to participant in Anti-Japan National United Front.The second one is how councilors paid attention to the people who lived in the area occupied by the enemy. The focus on the people who lived in the occupied area had great changes during different periods of Anti-Japanese War. During the prophase of the war, councilors advised the government how to use the power of these people who lived in the occupied area to fight with the invaders on politics, economy and culture. During the anaphase of the war, councilors mostly advised the government to pay attention to get ready for reoccupying the area that was occupied by the enemy.The third one is how councilors paid attention to overseas Chinese. How to encourage overseas Chinese to support Anti-Japanese War was the most important subject before the Pacific War, but after the war broke out, the subject was changed into how to support overseas Chinese and how to help them return to peacetime condition.The forth one is how councilors paid attention to these groups who need help, for example women, children, bummers, beggars, handicapped soldiers. Councilors asked the government to help these groups .The ways of help were not only giving them some food but also cultivating them to earn their own living. The aim of help was making them to be important powers of Anti - Japanese War.The fifth one is how councilors paid attention to international forces. Before the International Anti-Fascism Alliance came into being, Councilors had advised the government to take kinds of ways to propagandize our anti-Japanese war to the world so that we could get compassion and help of the whole world. After the International Anti-Fascism Alliance came into being, councilors advised the government to make use of good international situation to smash aggressor and abolish unfair treaties. Councilors reminded the government to pay attention to international situation of postwar and to try to maintain native right.The sixth one is how councilors paid attention to politics of grass roots .From these proposals, we can see serious political problems in grass roots during the anti-Japanese war, for example, the selection and appointment of the head of a county, neighbourhood administrative system, rural land system. Councilors mostly advised the government to solve these problems from two angles .The first one was how to improve official selected, the second one was how to realize local autonomy. From these proposals, we can know that Kuomintang had little ability to control grass roots which was an important reason that Kuomintang was defeated by Chinese Communist.
