In the 1990 s, our minimum living security system began to form. "Urban minimum living security regulations" promulgated in October 1, 1999, shows that the urban minimum living security system has been set up across the country. During these sixteen years, China’s urban minimum security system rapidly developed, adhere to the principles of cities, fair, dynamic management, and give overall consideration. It has become one of the most important safeguards to protect low-income groups’ living.However, there are still some problems with the urban minimum living security system. Although the number of security standards are increased, but there are still some low-income groups below the level of the Poverty Line in some areas. They may not be able to meet the basic requirements of life; the price will increase with the rapid economic development but local government may not keep the Poverty Line with the rate of change of prices. So that the quality of life for low-income groups are affected; in some area, the total amount of financial expenditure is too low, and the actual coverage and policy coverage rate disparities, that the government can not deliver on commitments; there is a lack of a unified dynamic adjustment mechanism, and so on. Among them, an obvious problem of the minimum security system is that there are significant regional differences in our minimum security standards. Whether the Minimum standard is reasonable, whether the standard can meet the basic life of low-income groups, whether such large regional differences are normal, these need to be addressed. Therefore, the study of regional differences has a great impact in improving people’s livelihood, narrowing the differences between regions, and ultimately achieve common prosperity.This paper is divided into seven sections. The first part introduces the purpose,background, significance, related research at home and abroad, research methods and innovation; the second part describes several aspects of the minimum security undertakings; in the third part,I use the modified logistic function to fit income distribution function, and calculate urban minimum living security line; in part four I use logistic function model to calculate the major areas the minimum security standards of major areas in 2011. And then I carried out regional differences analysis and policy evaluation; in fifth part I set up a dynamically adjusting the index system and set up the dynamic adjustment mechanism; the sixth part proposes relevant suggestions of the Improvement of the urban minimum living security system; the last part is the the summary of the full text.
