In recent years, with the expansion of political participation and the focus on governmental responsibility recently, the development of the socialist market economy, the awakening of civic consciousness and new media becoming a new platform of public life, and the changing of social structure and frequent public events, government response capability as a kind of national governance capabilities has become more and more important.The current study about government response capability mostly rest on “responsiveness”——a first-class concept, which Lack of the concept of deconstruction and the in-depth analysis, so it is necessary to break down government response capability into fundamental capability, decision-making capability, executive capability, monitoring capability, and evaluating performance capacity. fundamental capability include the consciousness of the response, information and professional knowledge; decision-making capability include agenda setting, project design, and program alternatives; executive capability include the principle, process and methods of executing; monitoring capability include supervision and adjustment in responses; evaluating performance capacity include evaluative criteria and its implement. So we can obtain a normative theory.The theory focusing on five second-level capacity may be used to examine current situation of government response capability, so we can discover the lack of fundamental capability, low level of scientific decision-making, the block and deviation of execution, monitoring fatigue and the lack of evaluation. The cause of these problems are weak consciousness about response, low institutionalized level, the response team construction lag, and transmission platform construction lag.In order to improve government response capability, we should do a good job in five aspects. Firstly, strengthening the construction of basic abilities including improving the consciousness of the government response, promoting the construction of e-government, and in response to the training. Secondly, Promoting the construction of decision-making ability including set the agenda in a timely manner, designing scheme scientifically, and options carefully. Thirdly, strengthening the ability construction of execution including principle of adherence to perform, improving the implementation process and innovation execution means. Fourthly, promoting the construction of monitoring ability including close public scrutiny and whole-process control. Fifthly, assess the ability construction including scientifically setting evaluation criteria and the performance review.
