The Study Of Promoting County Government Executive Capability

With the new situation of economic globalization and China's promising accession to the WTO,transition from planned economy system to market economy System,change of economic operation mechanism,and coordination of interest among different groups during the development of the Reform and Opening-up,all levels of government are facing challenges on their executive capability.The study on executive capability of government is becoming a question with increasing concern. Improving the executive capability of local government should be considered as a key element of government reform and organi -zation building.These improvements are basing on the needs of social transformation and construction of a harmonious socialist society,and be the concrete measures of building an standardized,coordinated,transparent,clean and efficient government.Country government plays a critical role in national and regional development strategy.They also enjoy a special status in current Chinese government system.Their executive capability related to the implementation of policies and the process of social-economic building,hence the capacity building has its extreme importance in current the in process of economical society.Based on the result of site visit to Mi Luo City(County-level cities),the purposes of this thesis is to propose some idea for improving the executive capability building of country government.This thesis consists of 4 parts.The first part is introdu -ction of current studies on executive capability of country government and their significance.The second part is clarifi -cation of the definition related to executive capability of country government,andthis part will specify the common char - acteristics,features and composition of the capability.The third part is the analysis of problems faced by this capability. This thesis considered problems faced by executive capability of country government are lacking of conduct and discipline, omission of administration staff,poor quality of policiy program and high administration costs.Reasons cause above-mentioned problems are unsound administrative system and polices,effect of department interest,failure of monitor mechanism and low quality of personal,the fourth part takes Mi Luo City as an example,from which proposes the way to improve the executive capability of country government in governmental system,Organizational structure,related systems,as well as the quality of personnel,etc.
